I'm pretty sure the promo package you are asking about (the one with the t-shirt, guitar picks, etc.) was something that user had won for promoting a show.
Promo packages usually contain stickers and things like that for you to post around your area supporting an upcoming A7X show. You can send a message with your address, and they will send you the materials to promote a show. And no, you do not have to pay for the promo package.
